1. 招标说明 (About the Tender)

本招标项目中矿资源赞比亚Kitumba铜矿项目赞方员工食堂运营服务外包项目（项目名称）招标人为中矿卡通巴矿     业有限公司 (SINOMINIE KITUMBA MINERALS COMPANY LIMITED)，招标项目资金来自自有资金（资金来源），出   资比例为100%。该项目已具备招标条件，现对赞方员工食堂运营服务（名称）进行邀请招标（招标编号：SKM-HA-  2607）。

The bidder for the Canteen Operation Outsourcing Project for Zambian Employees at the Kitumba Copper Mine   Project in Zambia (Project Name) is SINOMINIE KITUMBA MINERALS COMPANY LIMITED. The bidding project is   funded by its own funds (source of funds), with a contribution ratio of 100%. The project has met the bidding   conditions and is now inviting bids for the Zambian Employee Canteen Operation Service (name) (bidding number: SKM-HA-2607).

2. 项目概况和招标范围 (Description and Scope of Tender)

本次招标内容为我司赞方员工食堂的整体运营管理服务，旨在为高峰时段约400名员工提供安全、卫生、优质的餐   饮服务。投标人须对完整的服务包进行投标，不得拆分或只对服务包中部分内容进行投标。详细服务范围、技术要   求及标准见附件《项目情况说明及技术商务要求》。

This tender covers the overall operational management service for our Zambian employee canteen, aiming to   provide safe, hygienic, and high-quality catering services for approximately 400 employees during peak hours.   Bidders must bid for the complete service package and are not allowed to split the package or bid for only a   portion of the services. For detailed scope of services, technical requirements, and standards, please refer to the   attachment “Project Profile together with Technical and Commercial Requirements”.

3. 投标文件递交截止时间 (Deadline of Tender Submission)

投标人的投标文件应于 2026年06月30日上午09:00（卢萨卡时间）前。

投标文件加密，采用电子邮件形式递交至指定接收邮箱：kitumba@sinomine.cn

说明： 请将投标文件按压缩文件夹格式加密，文件名按“SKM-HA-2607 赞方员工食堂运营服务外包项目 XX公司 投   标文件”，并于 2026年06月30日 09:05-09:15 之间将解密密码发送至同一邮箱。逾期送达的、未送达指定邮箱（ouyang@sinominekitumba.com）的或者不按照招标文件要求加密的投标文件，招标人将予以拒收。

The bid documents of the bidders should be submitted before 09:00 a.m. (Lusaka time) on June 30, 2026.

The bid documents should be encrypted and submitted via email to the designated receiving email address:   ouyang@sinominekitumba.com

Note: Please encrypt the bid documents in a compressed folder format, with the file name as “SKM-HA-2607  Zambian Employee Canteen Operation Outsourcing Project XX Company Bid Document”, and send the decryption   password to the same email address between 09:05 and 09:15 on June 30, 2026. Bids that are delivered late, not   sent to the designated email, or not encrypted according to the requirements of the bidding documents will be rejected by the tenderer.
